We advocate for a shift to a Federal system of government to do away with the Unitary system which is too centralized system of governance and give power, responsibilities, resources and autonomous decision-making to the Regional state governments across the Philippines.

Our Program of Government


The Hugpong Federal Movement of the Philippines shall popularize Federalism through information and education campaigns and other community service activities to reach out to the widest and broadest number of Filipinos here and abroad.

It is committed to pursue the shift to a federal system of government to see the fruition of its Four Basic Principles, namely, Power-sharing, Resources-sharing, Respect-for-all and Development-for-all.

Through these basic principles, HFMP hopes to effect greater Democratization, wider Decentralization, massive Regional Development, and sustained Rural Upliftment thereby bringing in a well-rounded Political, Social, Economic and Cultural progress to all regions of the country and to all our people.

HPMF shall endeavor to represent the Federalist sector, those clamoring for genuine change in our government system, to gain both clear and tangible benefits of federalism to our people by way of responsive public services, faster decision-making, closer government consultation and more funding.

A shift to a federal system will require the alignment of all our national laws to be consistent with the new federal system. Hence, it is the task HFMP to help craft relevant legislation and rewrite, amend or modify existing laws to align with the new federal system to benefit the whole nation.
