The Hugpong Federal Movement of the Philippines was formed in Davao City on 9 April 2015 to help then Mayor Rodrigo Duterte to popularize his advocacy for Federalism.
It was convened by Peter Lavina along with Barangay Kagawad Celso Tizon and Deputy Mayor Randy Usman as a volunteer grassroots movement to help in the information and education campaign to introduce the Four Principles of Federalism, namely, Power-sharing, Resources-sharing, Respect-for-all and Development-for-all. Or for easy understanding, PRRD, the initials of Duterte, then being pushed to run for President.
It is now the broadest, largest and most active non-government grassroots movement undertaking a sustained campaign to promote Federalism. It is the only group that has conducted various fora from Tawi-tawi to Aparri.
It is now spread in all the regions of the country and with chapters overseas. It is registered with the Securities and Exchange Commission with Registration No. 2016-188868. It is recognized by the Office of the President and accredited with the Department of Interior and Local Government with a MOA with the Local Government Academy.
As of February 28, 2018, HFMP is the "sole accredited Civil Society Organization partner of the DILG-LGA at the national level." On September 6, 2018, the DILG renewed its accreditation as one of only three NGO partners at the national level.
